What happens before publication
- ValidateVerify checksum, row counts, structure, Section 301 registry counts and the schedule-specific Section 232 rule contract.
- StageImport the candidate into a draft schedule without changing public calculations.
- CompareRecord added, removed and changed codes, rates, notes and supported measures.
- PublishActivate the candidate only after the comparison and regression gate are reviewed.
- RollbackRestore a preserved archived schedule if a production problem is confirmed.
